How can future students be reassured they aren't 'bothering' supervisors when asking questions?

Some students have expressed concern about contacting supervisors for dissertation guidance as they perceived the supervisors to be very busy. 

Has this been your experience? How can we reassure students not to hesitate to contact supervisors with questions when they need guidance for their dissertation?
